Karate C’ship, new training hall

ITANAGAR, Dec 07: Director, Sports and Youth Affairs DK Dinglow accompanied by Assistant Director Ramesh Linggi today paid visit to the newly built Shotokan Karate Training Hall at Naharlagun and the temporary indoor stadium constructed for holding the 7th National Shotokan Karate Championship beginning at Naharlagun on December 13.

Dinglow, while inspecting the training centre, highly appreciated the initiative taken by Arunachal Karate Do Association (AKA) president Likha Tara for further development of Karate in the state. He hoped that the training centre would go a long way in providing the all required training facilities to the budding karate players of the state.

 

Create posts of EE: Association

ITANAGAR, Dec 07:  In its representation to the state chief secretary, All Arunachal Pradesh Unemployed Engineers Association (AAPUEA) on Thursday pleaded for the creation of posts of executive engineer under Police Housing Corporation, Sports authority and state transport department.  

Claiming that the technical cells of the departments mentioned above have been lying without executive engineers since  its creation, the  Association  said creation of posts in technical cells will help  minimize the unemployment problem in the state.

 

Attack condemned

ITANAGAR, Dec 07:  Arunachal Pradesh Abo Tani Clans Youth Organization today condemned the recent physical assault on an associate editor of this daily by few miscreants. It further demanded the state government to contain the crimes by deploying sufficient security personnel in and around the state capital. The Organization also lauded the state police for arresting all the accused involved in Echo of Arunachal office attack case. Meanwhile it appealed the organizations not to resort to bandh call, saying that bandh culture hampered the development. It, however, lauded the state Govt and capital administration for their tireless efforts for peace and development.

 

Student’s death mourned

ITANAGAR, Dec 07: All Arunachal Pradesh Youth Organization today deeply mourned the mysterious death of a young student Nani Tama at Pasighat recently. Expressing shocked at Tama’s death Organization appealed the authority to nab the culprits involved in heinous crime immediately.

 

Advent Christmas celebrated at Yazali

ITANAGAR, Dec 07: Advent Christmas was celebrated at Heli Memorial Academy, Yazali today.

Hovili Sema, a teacher from Govt Middle School Yazali, explained the significance of celebrating Advent Christmas, the birth of Lord Jesus Christ.

Games and Sports competition was held among the kids and prizes were distributed to the winners.

Committee on Article 187

ITANAGAR, Dec 07: Arunachal Pradesh Legislative Assembly Speaker has constituted a five-member committee on Article 187 with Jomde Kena, Deputy Speaker as its chairman. The committee shall examine whether the Article 187 of the Constitution, Rule 172 (3) of the Rules of Procedure and conduct of business of the Arunachal Pradesh Legislative Assembly and Doctrine of Separation of Powers  clearly embedded in the  Constitution of India are fully operational  with respect of Arunachal Pradesh Legislative Assembly. Other members of the committee are : Dr Tangor Tapak (PAC chairman), Laeta Umbrey (PUC chairman), Tani Loffa (Chairman, Committee on Estimates) and Bamang Felix  (chairman, committee on subordinate Legislation).

 

Training cum demonstration on oyster mushroom cultivation

ITANAGAR, Dec 07: Krishi Vigyan Kendra (KVK) East Siang organised training cum demonstration on oyster mushroom cultivation and fish processing at Ngorlung village under East Siang.

All together 35 farmers participated in the programme.

Subject Matter Specialist  Toge Riba demonstrated the technique for cultivation of oyster mushroom using paddy straw as substrate. SM Hussain delivered on Kenyain technology on fish processing and solar drying technology which can be easily adopted by the farming community. The programme was sponsored by e-kiosh project, College of Horticulture and forestry, Pasighat.

 

Training on rice cultivation and pest management

CHANGLANG, Dec 07:  The Department of Agriculture, Changlang conducted an intensive training cum demonstration on rice cultivation including integrated pest management for farmers at Circuit House Changlang on December 4 last.

Changlang (South) ZPM John Jugli who also attended the training, appreciated DAO and his subordinate officers for organizing such informative and educative training for the first time in the district headquarters. He urged the farmers to attend such program to enhance knowledge. John further appealed to the farmers to take up various farming activities by adopting modern technology and machineries to boost up the socio-economic condition. He assured his support and assistance in such event in the future.

District Agriculture Officer AD Panggam highlighted on ‘National Food Security Mission’ (NFSM) and the Agriculture Technology and Management Agency (ATMA) and explained how the public can avail the benefit and support from these schemes.

On the occasion, under NFSM (Rice) Agri-inputs such as spray machineries, organic and synthetic insecticides, micronutrients for plant and organic manure etc. were distributed to the beneficiaries present in the training. Students urged to maintain discipline

ITANAGAR, Dec 07: Arunachal Pradesh Building and Others Construction Workers Welfare Board (APBOCWWB) Chairman Jalley Sonam called upon the students to be discipline and hardworking to achieve their goal in life. He was addressing at closing ceremony of Sandristi Utsav-2012, an inter-school meet, at Boum Kakir Mission School Midhpu on Thursday. CCCC lift Yaja Waii Memorial T20 Cricket C’ship Trophy

SEPPA, Dec 07: The Capital Complex Cricket Club (CCCC) lifted the 3rd Yaja Waii Memorial 20-20 Cricket Championship by defeating Pare Rangers in a nail-biting final at Seppa General Ground here today.

Chief Minister Nabam Tuki, attending as chief guest, handed over the trophy beside a cash prize of Rs 5 lac, biggest amount in entire cricket tournament played in the north eastern region, that was witnessed a sea of people from the nook and cranny of the district and other places.

In order to take advantage of fine weather, CCCC captain Yello Sonam elected to bat after winning the toss. However, CCCC could not execute the opportunities to their advantage and set a modest target of only 106 before being bundled out by the vicious attacks from Rangers’ bowlers.  

The game looked lopsided initially with the modest target. However, CCCC exhibited excellent fielding coupled with discipline bowling. Capital Club crashed the hope of Rangers last wicket Sandeep Kumar when Toko Sama took a beautiful catch in the long-on from Toko Robin 3rd ball of last over and 6 runs to win.      

Sams Alam of Capital was declared man of the match for taking 4 wickets and contributing 16 runs to its team. Beside certificate and trophy Alam was awarded a sum of Rs 10,000.

Meanwhile, Akhilesh Sahani of Capital Club won Hero Honda splendour motor cycle for winning the man of the series title. He took 13 wickets and scored 265 runs.     

Pare Ranger, besides getting the runners-up trophy, also won a cash amount of Rs 2 lac which was handed over to them by Tourism and RWD Minister Pema Khandu.

 

 

Tuki reiterates Govt commitment to promote sports activities

SEPPA, Dec 07: The 3rd Yaja Waii Memorial T20 Cricket Championship ended this evening at Seppa in a colourful note. The fire crackers lit up the sky of Seppa town as massive crowd turned up to witness closing ceremony. Large contingent of Bollywood artistes, including Indian idol runner up Amit Paul performed.

Chief patron of the tournament Kumar Waii informed that tournament was started to provide a platform to the young players of state so that they can hone their skills and can compete with best players at national level.  He also added that organizing such a mega event at Seppa town, the headquarter of East Kameng, one of the most backward districts of state will imbibe sense of responsibility to the people of the region as they will learn many thing from the visiting teams and officials. While informing that this will be last edition of Lt Yaja Waii Memorial T20 Cricket tournament, Kumar Waii declared that he will open a hospital at Seppa in the memory of his late mother and hospital will specially cater to the needs of poor and destitute people.

Tourism and RWD Minister Pema Khandu who was guest of honour for the day while congratulating people of Seppa for such a wonderful tournament said this tournament matches any other world class tournament held in other parts of world.

Chief Minister Nabam Tuki who was on his 5th visit to Seppa town announced Rs 5 crore for construction of multi-purpose stadium at Seppa General Ground where the tournament is being held. “The successful organization of such a big cricket tournament shows that people of Seppa have move ahead of rest of the state. Am sure with construction of multipurpose stadium more better sports event will be held in the future,” said Tuki. He assured the players participating that govt will extend support to those players who excels and bring laurel for the state. Tuki also spoke in detail about various employment generation scheme launched by his government in order to help the unemployed youths.

Bridging the gap between Govt and rural people

Lack of road connectivity a major constraint to development: Mein

ITANAGAR, Dec 07: Lungsa, a remote village in Kurung Kumey district that falls under Nyapin Assembly constituency, today witnessed a unique program.

Titled ‘Outreaching People…’ conceptualized by local MLA Bamang Felix was a successful attempt to bridge the gap between the rural people and the government, which had become a necessity owing to a growing sense of alienation and deprivation by the rural populace.

Taking the government to the grassroots level, Finance, Planning and PWD Minister Chowna Mein along with Education Minister Bosiram Siram and Political Secretary to CM Bamang Tago landed in the remote village to a rousing welcome.

Felix along with senior citizens, public leaders and officials of Nyapin Assembly segment had already reached Lungsa trekking for more than eight hours.

Witnessing a colourful cultural programme by locals, including a mega dance by hundreds of women in traditional attires, Mein lauded the sincerity of Felix to bring in development in remote and far-flung areas of his constituency. He called upon the people to take up horticulture activities as suited in the region for economic sustainability.

Admitting that lack of road connectivity is a major constraint in development of the area, Mein assured to take up the issue with DoNER ministry on priority. He viewed that once road connectivity is established and transportation of horticulture produce becomes easy, the region would develop fast. Besides, he said tourism and agriculture would also flourish bringing in economic growth.

Siram was also all praise for Felix.  In his address he informed that the government had adopted a pragmatic education policy that makes no compromise with the quality of education. He said the deputy commissioners, DDSEs and respective circle administrative officers have been empowered to take action against absenting teachers to maintain discipline amongst them. He also assured to develop infrastructure of the newly established Nyapin Government College in phased manner.

On behalf of the people of his constituency, Felix submitted a memorandum to the visiting ministers drawing attention of the government towards few pressing needs of the area. These include – prioritization of the road project from Sangram to Phassang (phase II), an Inspection Bungalow and a multipurpose community hall at Lungsa, special package for infrastructural development of all schools under Nyapin sub-division and provision of agriculture and horticulture development package.

Both the leaders assured to take up the demands with the Chief Minister for early redressal.

Earlier, DCCI Kurung Kumey President Tarh Legik welcomed the joining of Felix into the Congress fold. He appreciated the move by the Pradesh Congress Committee and expressed confidence that it would further strengthen the Congress Party, particularly in Kurung Kumey.

Senior citizen Tadar Yadir, deputy commissioner Rajeev Takuk, public leader Tame Phassang and ZPM Tadar Ado also spoke on the occasion.

The day-long function was marked by laying of foundation stones of an indoor stadium each at Nyapin and Sangram and a VKV school at Nyapin (Gaga).

 

 

ASCWS expresses concern over death of young student

Joint delegation to meet district administration

ITANAGAR, Dec 07: A delegation comprising members of Adi Bane Kebang, Apatani Socio-Cultural Welfare Society (ASCWS) and Apatani Cultural and Literary Society is leaving shortly for Pasighat to appraise the district administration of urgent necessity to book the culprit(s) responsible for the mysterious death of Nani Tama, a native of Ziro.

The decision to this effect was taken when the office bearers of Apatani Socio-Cultural Welfare Society, Itanagar called on the President, Adi Bane Kebang  yesterday and expressed their deep concern over the death of a young student.  

The Apatani Socio-Cultural Welfare Society appealed civil society groups to come together and demand justice for the family of late Tama. “We demand that the culprits must be arrested immediately. It is surprising that the police remained clueless about those responsible for his death. The Society understands that a week’s time is reasonable enough to demand explanation from the district administration for its delay in finding any clue about an unnatural death,” Apatani Socio-Cultural Welfare Society said in a release.

The body of Nani Tama was found buried under the sand in the river bed of Siang River, near Ranaghat, Pasighat.

 

 

BEOs urged to tighten belts for successful implementation of MDM scheme

BOMDILA, Dec 07: The District Level Steering cum Monitoring Committee on Implementation of Mid-Day- Meal scheme held its meeting today morning at district headquarters Bomdila chaired by the Deputy Commissioner and attended by the members concerned and all the Block Education Officers.

Deputy Commissioner Rinchin Tashi, who also is the chairman of the said Steering cum Monitoring Committee, lauded the changes; though minimal, that has been visible in the last couple of years in the education sector of the district. ‘But we have a long way to go’ said DC Tashi. The onus of this task lies directly on the shoulders of the BEOs. More mobility is needed on the part of the Block Education Officers who are directly responsible for the implementation of the Mid-Day-Meal schemes in their respective blocks. However fine a work may have been executed, it would not be recognized until and unless it has been documented. Hence regular and updated Record keeping of the MDM schemes is of vital importance, he observed. The BEOs also need to properly brief and interact with the concerned Headmasters and Teacher in-charge of the schools on record-keeping and health and hygiene aspects of the school children, he added.

Earlier, Monya Riba, Deputy Director (MDM), DTE of Elementary Education, Itanagar, dwelt on the implementation of Mid-Day-Meal for the year 2012-13. To meet up the few observations and queries of the central team who had visited the district, the DD (MDM) called upon the BEOs to enhance their performance and strictly adhere to the record keeping of the MDM schemes. There is also the need to submit regular and filled-up QPRs from their end, he said. Grievance Cell need to be set up in the district headquarter and at Block levels and made functional at the earliest, he added.

On the School health programmes, Riba informed that the state of Arunachal Pradesh stands lowest at 0.2% in the whole of the country. Therefore, a concerted effort should be made by the concerned stakeholders to implement the school health programmes. On the request of the DDSE, he conveyed that, a Computer Operator may be hired to assist the Block Education Officer in-charge MDM of the district and necessary fund would be made available.

Taking part in the discussion, DMO in-charge Dr. TD Namsa informed of the non-allocation of fund for conduct of School health programmes in the district. Whatever health programmes were conducted in the selected schools were made on adjustments from other sources and allocations, he said. Earlier, the DDSE M Kadu presented the status report on the implementation of the Mid-Day-Meal scheme in the district and directed for strict adherence of the laid down norms by the BEOs.

Instances of delay and supply of adulterated / outdated nutritional items, misuse of school grants, poor & shabby condition of kitchen sheds, requirement of cooking utensils and drinking water supply in schools etc were projected by the Block Education Officers present.

The meeting was convened at the back drop of the visit of the Monitoring Institutions and 4th Review Mission in the district on November 16 and 17, where a few observations were made by the visiting team. DIPRO

 

 

East Siang gears up to control crimes

PASIGHAT, Dec 07: Taking serious note of the traffic rule violations, menace of drug abuse, unauthorized sale of liquor and the illegal gathering of anti-social elements at sensitive places, the District Administration has launched an extensive drive by adopting zero tolerance policy with help of all the stakeholders.

East Siang Deputy Commissioner RK Mishra has deployed magistrates and police personnel to enforce the law during the day in general and at night in particular to curb the menace.

The Deputy Commissioner along with SP, OC, in-charge traffic police, Makbul Siram, Town Magistrate conducted night-long patrolling in the Pasighat Township yesterday. They checked the vehicular movements and some of them were impounded. The sensitive areas were extensively scanned and searched.

The district administration with help of police is carrying out night patrolling and impounded many unregistered vehicles, stopped minors from driving without valid driving license.  Many of them were booked for violation of various provisions of Motor Vehicle Acts.

The DC asserted that the drive will be continued and will try to make the town crime free. The Deputy Commissioner appealed to all to cooperate with the District Administration. He urged all to follow the traffic rules, register their vehicles, discourage minors from driving, obtain valid license, not to drive after drinking, abstain from anti social activities etc. DIPRO

 

 

Lohit students keen to learn electronics

ITANAGAR, Dec 07: He came, he saw, and he won hearts…” this could, one say of O.S Chandran, patron of Lohit Youth Libraries, as he concluded a series of lecture-demonstrations and workshops on “Electronics as a hobby” in Tezu and Wakro form Nov 15 to 27.

A retired Deputy Commissioner in the central Govt. from Chennai, he was visiting Lohit for the second consecutive year, spending a fortnight of his time and energies, to do his mite for the youth of Lohit, many of whom consider him a close friend, despite the large age-gap. The programme was organized by VT-AWIC Youth Library Network, jointly with ASSET, Wakro, CALSOM, Tezu and the Lohit District Education Department.

“Practical Electronics does not call for complex calculations, formulae and a mastery of mathematics. It can be learnt even by a villager with some interest” said Chandran, quoting his own personal example, that he is no engineer. “Today electronics has entered every aspect of our life, whether it is your mobile, TV, bike or a household appliance in your home; and hence it would be wise for a youth to have some practical skill in it. In fact electronics is an ideal occupation for girls and women, both rural and urban, since it calls for nimble fingers. You not only save your money, but can earn well too.”  “In fact, I started learning it when an electrician cheated me when my TV went wrong!” he quipped as the Tezu Hr Sec School students burst out laughing.

Welcoming Chandran to the Hr. Sec School, Tezu, Yealiang Tamblu, teacher, remembered his active involvement in the Bamboosa Library activities during his 3 years tenure. “Youth from Lohit has a new home now in Chennai!’, she said. More than 80 students from class XI and XII actively participated in the lec-dem in the school.

Inaugurating the 3-day workshop at CALSOM for students of Sec School, Tezu, Bajai Pul, President, CALSOM exhorted the youth of Lohit to develop practical skills that can develop self-reliance in their life. Thanking Chandran for coming over all the way from Chennai at his own expense to serve the youth of Lohit, Pul said “We hope more grown-ups would emulate his example.” The workshops at Wakro and CALSOM, Tezu involved the student-groups assembling a Diwali light, after Chandran demonstrated and explained various items such as resistance, multi-meter, transistor, IC and LED.

“The hand on experience was very rewarding”, said Pradip Kr Jha and Ganesh Mallah of Tezu Sec School. “We would love to attend more such training” said Ganesh, an opinion echoed by Solina and Roija of Apna Vidya Bhavan, Wakro and Disemsi of KGBV.

The programmes at the Kendriya Vidyalaya Tezu and the TCM Govt Middle School also saw enthusiastic response from the students, with lively question-answer sessions.  Giving their impressions, Prama Das, Sandeep Singh and Digvijay Rajkhowa, Class X students, found the session very useful for highlighting the practical applications of electronics. At the TCM school, several students were keen to have more practical sessions during the year. “Do let us know when the next workshop is planned”, said SK Choudhary, the Headmaster.

With such enthusiastic response from students, Chandran is looking forward to his next visit, by which time, he hopes to see an Electronics Club in Tezu. “Next year, we’ll conduct a full workshop with interested students,” he says confidently, “And they’ll assemble a PC”.

With such committed patrons to guide, would any thing be impossible for the Arunachali Youth?

 

 

Electoral revision in East Siang gets underway

RUKSIN, Dec 07: Following instruction of State Election Commission, the election department in East Siang is conducting summery revision of electoral roll in its all five assembly segments. The total number of electorates in the district as per draft electoral roll was 58,224 and the figure is reportedly decreased as some names are reportedly deleted from the roll for failing to produce photographs.

Sources from District Election Office at Pasighat said that the process of special summery revision of the electoral rolls including receipt and disposal of claims and objection besides preparation of and Photo Electoral Roll (PER) is on progress.

The number of total electorates in the assembly segments as per draft electoral roll, 2012 was – Pangin -12,255, Nari - 6,842, Pasighat-West (Ruksin) - 12,142, Pasighat-East - 17,727 and Mebo -9,33. The election office has received a total 1211 claims (604 male and 607 female) for enrollment in the electoral roll which are not yet disposed off. The final electoral roll will be published in the second week of January, 2013.

Sources informed that the State Election Commission (EC) has strictly instructed the concerning Election officers for 100% achievement of the election related activities in this revision. The Commission, after observing the records earlier submitted by the district became aware of the facts that the percentage of achievement in some assembly segments varied from 98.77 to 99. So, the EC on November 1 last strictly instructed the East Siang Deputy Commissioner to assure 100% achievement in the preparation of Electoral Photo Identity Card (EPIC) and Photo Electoral Roll(PER).

Meanwhile, observer deputed by Election Commission has visited electoral revision process in all five assembly segments and verified the records of claims and objection and deletion etc.

 

 

Maro gets water supply project

ITANAGAR, Dec 07: Water Supply Project at Maro (Rite) village under NRDWP was inaugurated by Secretary PHE & WS Tomi Ete on December 4 in presence of Sentum Yomcha, SE PHEC Bene and A N Singh, Director, CCDU.

The Secretary appreciated the efforts of the field engineers and the villagers for their involvement in successful completion of the project. He also highlighted that as per directives from Govt. of India the distribution network has to be handed over to the VWSC and advised them to chalk out strategies for proper maintenance of pipe networks.

Maro-Korarijo ASM Tami Bage on behalf of all the villagers expressed thankfulness to the department as a whole for successful implementation of the project as their village was facing untold miseries for want of drinking water.

Yomcha and Singh advised villagers on sanitary practices for healthy life.

The inaugural function was attended by N Konia, EE PHED Daporijo with all AEs and JEs, PRI members of the area and the villagers.

The Secretary along with SE, Director, EE and other officers and staff visited Nirmal Gram-Lable IV (Dagam Village) of Taliha Circle in Upper Subansiri district the next day. He interacted with the people of the village on various aspects of sanitation and appreciated the efforts of the villagers in bringing a change in their life through sanitary practices. He lauded the GPC Tapa Dagam for his selfless dedication. HGB Raksu Dagam on behalf of the villagers thanked the visiting officers for their advices and support through TSC now NBA (Nirmal Bharat Abhiyaan).

A Block level workshop on Sustainable Water Supply and Sanitation cum Training on FTK (Field Testing Kit) was organised by M. Tatu, AE PHESD Dumporijo on December at Baririjo. The workshop was attended by PRI members of Baririjo circle along with teaching staff of Baririjo ME School, ASHA and Anganwadi Workers and common people. In all 5 FTKs were handed over to GPCs of 5 GPs, according to an official release.

Chief Minister’s visit to Donyi Polo School for Hearing Impaired reminds me of my own visit to that School. During my stay in Capital, every month I visited the school to meet my sister. I had nothing much to give, so I would just take a packet of sweets and give it to one of the brothers and he would distribute to all. The smile they gave was so beautiful.

That day I went by auto, as usual. Stopping close to gate I saw some children playing outside the hostel. I was quite far, and I saw one of those children say something and he ran inside, and when I reached the hostel, there was my sister, ready to greet me. She held my hands and led me upstairs. She brought me to a room and signaled me to sit, and then a group of sisters there greets me. And then they played music, then they danced to the tune. But it was only me, among them, who could hear the song, but couldn’t dance. I am still way far behind Big B, while they danced to the music with a great perfection. I clapped after their performance and wanted to say much more, but alas, I couldn’t communicate it. They taught me alphabet with hand signals, I learnt some and that’s how I knew some of their names. I thanked and they smiled back. Since I shifted from the capital I couldn’t pay them a visit.

This vacation I paid a visit to this sister, who was at her home. She did not recognize me, and so asked her mom- my aunty, who I was. She told her I was the one who would pay her a visit in her School. Then she sat next to me and asked if I wanted to have food. I said I had it a moment ago. Then she went off to make tea for me, a while later one of aunties arrived. She recognized her. She made a sign with her hands asking her how her child was. A child of nine or ten years, who does that, we are only good by names, they are but good and pure by heart.

Commercial vehicles are not ATMs

Dear Editor,

Traffic Police of the City conducts mobile court four times a week and on Sunday it is mandatory.

No doubt they are doing a commendable job but on the other hand it is a nuisance for the vehicle owners who have valid documents.

Besides, mobile courts without the presence of responsible Officers are common practice which is a bit awkward. If anything happen, who will be responsible?

These squads target commercial vehicles only. Traffic constables on duty do not excuse even the petty offences.

To avoid any arguments, drivers dish out Rs. 100/-. All the matters solved with Rs. 50/- or Rs.100/-but without challan!  These practices are common feature on NH52.

Apart from above, I am confused who is an appropriate authority to conduct mobile court? Is it MVI, Traffic Police or Civil Police? Because when MVI is with magistrate during mobile court, they check all vehicles irrespective of private or public whereas the Traffic constables are very particulars about the commercial vehicle only. And their timing is early morning.

On Sundays police personnel on duty of the Banderdewa and Kimin check gates demand Sunday fees from commercial vehicles. Are Commercial Vehicles ATMs? If such responsible personnel become parasite, there is bound to be problem for Commercial Vehicles owners many of who struggle to pay their EMIs.

I request the concern authorities to at least conduct it once a month instead of three or four times.

Need for open and equal participation

Dear Editor,

This is in reference to the job notification published in your esteemed daily on 7th Dec 2012. The job notification of vacant 51 posts for S.I, where 28 seats are flatly reserved for the Tirap, Changlang and Longding districts is a sign of total favouratism. There have been some instances too when huge numbers of seats have been reserved for them while rest of the districts are left to compete for a least number of posts. Sometimes we are left with a feeling that we are enlisted in general category.

The reason behind is none, but the same old excuse of insurgency. Now, is this the ultimate preventive measure to dissuade youths of these districts from joining insurgency groups? If it is so than despite such reservations and privileges why there are still problems and resounding woes? Instead, why don't the State govt. resolve the problems and let the whole state participate equally?

Therefore, with few questions to be answered by the concerned authorities, I would like to appeal for an open and common platform for whole of the State as prevention is always better than cure.

UN calls for farmer-centric approach

‘The State of Food and Agriculture 2012,’ the annual flagship report of the UN Food and Agriculture Organization (FAO), says that the world’s more than one billion farmers must be central to any agricultural investment strategy, given that they are the biggest investors in this sector.

New data compiled for the report show that farmers in low- and middle-income countries invest more than $170 billion a year in their farms – about $150 per farmer.

This is three times as much as all other sources of investment combined, four times more than contributions by the public sector, and more than 50 times more than official development assistance to these countries, FAO noted. The report states that investing in agriculture is clearly paying off. Over the last 20 years, for example, the countries with the highest rates of on-farm investment have made the most progress in halving hunger, to meet the first of the anti-poverty targets known as the Millennium Development Goals (MDG).

Recent evidence shows signs of improvement, but eradicating hunger in these and other regions, and achieving this sustainably, will require substantial increases in the level of farm investment in agriculture and dramatic improvements in both the level and quality of government investment in the sector, the report observed.

The report recommends focusing on a number of areas to foster smallholder investment, including helping smallholders mobilize their own savings and gain improved access to credit.
